I would like to firmly exclude the ‘different culture’ argument. If by our law it is prohibited for an adult to have intercourse with 14 year old girls, then it is simply prohibited. If the Roma don’t have problems with our ‘culture’ of social benefits and accept them, they cannot have a problem with our ‘culture’ of children’s education, i.e. compulsory school attendance, either. Of course, it makes no sense to stick a Roma from a settlement into jail, if his kid does not go to school, because as opposed to a settlement, jail is a hotel. But it does make sense to meticulously start cutting down social benefits (all of them, not just child benefits). If a settler knew for sure, that he will not get a single cent if his five children altogether missed, let’s say, 15 days per month without reason, then his kids would probably be going to school. Of course, when it comes to children from settlements, the absence would have to be backed up by a note from a doctor.
I would also like to firmly exclude any sort of cash handling. Every family living in the settlement would get a debit card to an account, which would be created specifically for them by and with the funds of the office for social affairs (ÚPSVaR). The card could only be used to take money out of a cash machine and the daily limit would be one thirtieth of the monthly social benefits plus any carried over balance. Any leeches or usurers would have to wait for a month and if you wanted to spend lots on drink at once, you would have to save up first.
Of course, these two suggestions will not solve all problems, but nonetheless, they are two concrete suggestions, which are not expensive, are not bound to any long-winded concepts and can be applied pretty much straightaway.
